Hotfix Release - Assignment Residence System Action

Release v1.3.1 is a hotfix release to resolve an important bug found in release v1.3.0.  For the assignment residence system action, the address type was being set to legal address, however this has been resolved so that it is now set appropriately to assignment residence.
