Hotfix Release - Assignment Arrival & Departure Dates

Release v1.18.4 is a hotfix release to resolve an issue with saving the arrival and departure dates for an assignment.  Some dates around the end of the year were producing an error for the end user.  This issue should be resolved with this release.
