JCAC Voting
Nominations that reach the JCAC are approved by the USDH supervisor and reviewed by HR. Each JCAC Member has one vote, and the JCAC Chair only votes in case of a tie.
JCAC Information
From the left menu, select Voting in the JCAC Area (Note: JCAC Chair will use Sign off, unless you are also assigned as a voting JCAC Member).
You will see a menu with helpful information and filters you can use to search for a specific nomination.
Cycle contains a drop-down menu for all the cycles you are assigned as a JCAC Member. If you have only one cycle, this is the cycle which will appear.
Post displays nominations from a specific Post within your Mission.
Filter by Vote Result displays your nominations based on the vote you entered.
Filter by Award Type shows only the type of award you selected.
Global Filter searches information about a specific nomination.
JCAC Information displays the name(s) of the Chair and Members will show the number of members assigned to the displayed cycle. To view the names of the other JCAC Members move your mouse to hover over the person icon.
Total Nominations indicates the number of nominations assigned to this cycle which you need to review and vote.
Review Nominations
Select the appropriate Cycle, if you are a part of multiple cycles, use the Cycle drop down menu. If you are only assigned to one cycle, OAS will default to that cycle.
When you select a Cycle, all nominations assigned to the JCAC for that cycle will appear. You can scroll through the list to view nominations or use the Filter by Vote Result, Filter by Award Type of Global Filter to change your view.
Click Filter by Vote Result to view only the nominations you have not recorded your vote. You will notice the Votes Summary will list Not Voted Yet on these nominations so you know to take action.
To view a nomination, select anywhere on the nomination line to expand. You will see more information including a condensed view of the Justification and Citation, voting buttons and a link with More Details.
More Information
You can also select More Details to view additional details, including History & Comments, Nominator Information, expanded Justification, expanded Citation and Nominee List. You can review the nominee's award history by clicking their name in the Nominees List.
Nominee history will appear as a new window with additional information about the nominee such as their Entry on Duty date, Current Position title, Grade and Awards Received list. You can click on the Printer icon in the ID column to open past nominations or you can click Ongoing Nominations to view all current nominations for this nominee. Click Close/Cancel to return to the voting page.
Record Vote
You have six possible actions: Approve , Disapprove, Downgrade, On Hold, Recuse and Save Comment.
Approve will mark your vote as approving the nomination in it's current status as it was submitted.
Disapprove will mark your vote as disapproving the nomination.
Downgrade indicates you approve of the nomination at the next lower award type. Post HR will provide guidance on award precedence.
On Hold allows you to indicate to the other voting members that this is an award you would like to discuss.
Recuse should be used if you have a reason not to vote on the nomination (for example, it is for you, a family member, or one of your employees).
Save Comment opens a comment box for you to leave a comment for the JCAC Chair and HR. Comments entered will not be shared with the Nominator or Nominees.
To record your vote, click on the voting button for the action you would like to take. If you select Approve no further action is required. All other voting buttons require you to leave a comment.
Click on the Downgrade button, then enter your comment in the New Comment box and click Save Comments and Downgrade. (The process is the same for Disapprove, On Hold and Recuse)
When you are finished you will notice your vote is recorded, the action button you selected is highlighted and your Votes Summary icon is updated to include your vote. If this is the first vote you entered, the Votes Summary is revealed.
You can change your vote as many times as needed until the JCAC Chair takes action and Signs off on the nomination. When this happens, the nomination is no longer open to voting and will move to the next approval stage. After each JCAC member has submitted their vote, the nomination is ready for JCAC Chair sign off.
