Overview of Roles in GoMBC 

GoMBC uses roles to help people carry out tasks appropriate to their job. The role you hold in the app provides access to documents and actions corresponding to your role in the MBC process.

Employee

All LE staff hold this role. It provides them with access to their Employee Performance Report (EPR) (including the Annual Work Plan), and any pending Performance Improvement Plans (PIPs) or Appeals.

Rating Supervisor

This is usually the employee's immediate supervisor. The Rating Supervisor creates the Annual Work Plan, the Development Plan, documents the Mid-Year Discussion, and completes the Employee Performance Report.

Reviewing Supervisor

The Reviewing Supervisor reviews each scored EPR completed by the Rating Supervisor. They may also review AWPs, PIPs, and Appeals as needed.

Pool Supervisor

The Pool Supervisor is a senior-ranking USDH accountable for a performance pool. They are the guardians of fairness and consistency. They make sure performance scores and written justifications on employee EPRs are consistent with performance for all employees in their performance pool.

Mission Administrator 

The Mission Administrator is the USDH staff member in charge of the HR section in their embassy  (usually an HRO, Management Officer, or USAID Executive Director). They have full access to GoMBC functions, including assigning Individual or Organization roles to others in their mission.

Post Administrator 

Post Administrator is the USDH staff member in charge of the HR section for a consulate. They will have access to edit employees and documents for their Post.

Mission Manager 

This Mission Manager is an LE staff member within HR who manages the MBC program in their embassy and looks after the GoMBC application.

Post Manager 

The Post Manager is the LE staff member who manages the MBC program in their consulate. They will have access to edit employees and documents for their Post.

Appeal Reviewer 

The Appeal Review is the DCM or designated USDH position reviewing an appeal when the Rating  Supervisor, Reviewing Supervisor, and Pool Supervisor are the same person and the appeal has been denied at the first level.

Reward Calculation Mission Admin 

The Reward Calculation Mission Administrator processes employee MBC rewards for their mission and updates the Mission Profile in the Reward Calculation Application. This role can be a USDH or LE Staff member. 

Reward Calculation Operator 

The Reward Calculation Operator processes employee MBC rewards for their mission in the Reward Calculation Application, but cannot update the Mission Profile.

Reward Calculation Approver 

The Reward Calculation Approver serves as the tier 2 (HRO or Management officer level) or tier 3 (DCM or designate level) approver for the Mission calculations.

Reward Calculation Reporting HR 

The Reward Calculation Reporting HR role will be able to review RCA reports geared toward HR.

Reward Calculation Reporting FMO 

The Reward Calculation Reporting FMO will be able to review RCA reports geared toward the FMO.

*Sometimes a person will hold more than one role, depending on their job requirements.
