Send SHA to Bureau Awards Coordinators for Processing
All nominations requiring external approval (for example Bureau approval) will appear in the External Approval queue after all Mission approvals are received. For Missions whose Bureau EX has given permission to use process SHAs in OAS, you will now be able to continue processing your SHAs directly in OAS. Once all post level approvals have been obtained, you will need to then take action to send the SHA to the Bureau Awards Coordinators to process.
Instructions:
1. From the HR Area under the home icon, select the External Approval link.
2. The HR-Pending External Approval list will populate.
3. Open the nomination by clicking either the unique ID under the ID Column or the Pending External Approval under the State column.
4. Action buttons will appear at the bottom of the nomination allowing you to either Send to Bureau. If you need to send the nomination to a previous step that can be accomplished from Ongoing.
- Send to Bureau: Sends the nomination with all post level approvals and funding to your bureau for processing.
- Close/Cancel: Allows you to back out of the nomination without making any changes.
5. After you Send to Bureau, you will then use the Bureau Decision folder to track the SHA as it moves through the bureau processing. From the left hand menu, click on Bureau Decision.
6. Use the Nomination Status dropdown menu to filter your list of nominations which have been sent to the bureau for processing.
Nomination Status:
- Pending Post Review indicates the nomination has been returned to Post HR for your action before the nomination was voted and signed off by the Bureau Awards Committee and Committee Chair.
- Pending Bureau Review indicates the nomination has been recieved by the Bureau Awards Coordinators and has not yet been assigned to a committee for voting.
- Pending Bureau Committee Vote indicates the nomination has been sent to the Bureau Awards Committee to review and vote.
- Pending Bureau Committee Chair is the last stage in the approval process at the bureau level. This indicates the committee has voted on the nomination and the Chair must now review the committee's decision and either Approve or Disapprove before sending the nomination to Post HR.
- Bureau Approved indicates the bureau committee approved the nomination and it is now pending Post HR action.
- Bureau Disapproved indicates the bureau committee disapproved the nomination and it is now pending Post HR action.
7. Once a nomination has been sent to the bureau, you will not be able to take any action on the nomination until the nomination is returned to Post. Bureau processing status is a view only to allow post HR to follow along and monitor the status of the nominations.
Pending Post Review and Bureau Disapproved have the following action buttons:
- Return to HR to downgrade or make changes, the flow through the approval process again.
- Reject will put the nomination in the Disapproved folder and end the approval process.
Bureau Approved has the following actions:
- Return to HR to make changes, however, all approvals will be removed if this action is taken.
- Move to OPS List will move the nomination to Send to OPS and Post HR will be required to assign and effective date and send to OPS for processing the personnel action. Post HR will still be required to send the awards payment cable to CGFS to process any cash award.
