Adding Occupants to ATLAS Housing

Access to ATLAS Housing via Okta

All Department of State and partner agency employees should be able to access the ATLAS Housing App using their Okta account.

What is an Okta Account?

Okta is a secure authentication tool implemented by the Department of State. It verifies your identity and provides access to approved Department of State applications, including ATLAS Housing.

Key Information:

  • Department of State Users (state.gov):
    Users with a state.gov email address are automatically provisioned with an Okta account.
  • Deactivated OKTA Accounts:
    In cases where an Okta account is deactivated, local administrators should contact the ADG Support Team at ADG-Support@state.gov for assistance.
  • Agency Users (e.g., .mil, CDC.gov):
    These users may or may not already have an Okta account. If an account does not exist, local administrators can create one.
    If the account has been created but cannot be linked to ATLAS Housing, please reach out to ADG Support for further assistance at the email address above.

How to Add an Occupant to ATLAS Housing

For Department of State Email Accounts (state.gov)

To add an occupant with a state.gov email address to ATLAS Housing, please follow these steps:

  1. Navigate to the All-Occupants menu.
  2. Click on Add Occupant.
  3. Place your cursor in the search bar and type the occupant’s state.gov email address.
  4. Click Search.
  5. Once the occupant appears in the results, click the arrow icon next to their name.
  6. Complete the Occupant Profile by entering the required information and click on Add Occupant option on the right top corner of the screen

For Agency Email Accounts (Mil Group, CDC, etc.)

Some agency email addresses may have or may have not an OKTA Account already linked to their agency email addresses when they arrive to Post. 

Steps to follow when creating New Okta Accounts for Agency or personal email accounts if approved by Post:

  1. Navigate to the All-Occupants menu.
  2. Click on Add Occupant.
  3. Place your cursor in the search bar and type the occupant’s agency or personal email address.
  4. Click Search.
  5. If the Occupant never shows up, please select Add New User to Okta Option
  6. Complete the Occupant data by entering the required information and click on Add option
  7. If the system does not respond after 30-60 seconds after submitting the request popping-up the Occupant's Profile page, please contact ADG Support at: ADG-Support@state.gov

Understanding Occupant Profiles and Statuses in ATLAS Housing

The Occupant Profile in ATLAS Housing is designed to collect and display key information about all U.S. Direct Hire (USDH) personnel, regardless of their current status at Post.

Occupant Statuses in ATLAS Housing

We’ve defined the following statuses to help guide actions within the system:

  • Incoming – USDH assigned to Post but not yet arrived

  • At Post – USDH currently serving at Post

  • Outgoing – USDH preparing to depart Post

  • Departed – USDH who have officially left Post

Each status determines the level of access and actions you can take within the application.

Adding Occupants to ATLAS Housing

All USDH must be manually added to ATLAS Housing, even if they have previously been entered into RPA. While ATLAS Housing and RPA are partially synchronized, the current SOP only syncs residence-related data. This means that any occupant-specific updates made in RPA must also be manually updated in ATLAS Housing to ensure consistency.

Once added, each occupant will have an individual profile page in the system. This includes Tandem Couples, who will each have their own profile while still being linked as a household.

Login Recommendations

To ensure smooth access, we recommend using a state.gov email address when setting up user access. While agency-specific or personal email addresses can be used at the discretion of Post management, please note that this may cause delays in application access. Officers using non-state.gov emails may need to contact ADG Support (ADG-Support@state.gov) for assistance.

 

What You Can Do in the Occupant Profile

When an occupant’s status is set to “Incoming”, you can take the following actions and access important information before sending the Housing Questionnaire to the future occupant:

  • Edit Employee Information:
    Update or modify details such as:
    • Arrival and Departure Dates
    • Agency
    • Position Title
    • Previous Incumbent
    • Position Rank and Grade
    • Position Number
    • Add Comments (please avoid including any personally identifiable information)
    • Add alternative contact emails
    • Tandem if applicable
  • Impersonate:
    Local Administrators can impersonate the occupant to view exactly what information is visible to them in the Resident Portal.
  • History:
    View a complete record of all changes made to the occupant’s profile.
  • Delete:
    You can delete occupants if needed. Please note, ATLAS Housing will display a warning message before confirming deletion.
  • Attachments:
    Attach documents related to the assignment. You can choose whether these attachments are visible only to administrators or also to the occupant.
  • Add Temporary Quarters (TQ):
    Assign Temporary Quarters to this specific occupant.
  • Add Assignment:
    If the assignment was arranged outside of the app, you can officially record it here. For more details, please check the following link: Add Assignment 

     

 

Additional Options After Housing Questionnaire Approval

Once the Housing Questionnaire has been approved, you will have access to new editing options in addition to those mentioned above:

  • Edit Household:
    Update information for newborns or changes in status for officers.

  • View Questionnaire:
    Review the occupant’s answers in the Housing Questionnaire.

  • Sync Tour Dates:
    Synchronize tour dates with the occupant’s Moved-In and Moved-Out dates.

  • Edit Residence Occupation:
    Manage Move-In and Move-Out dates as well as the IAHB Assignment date.

 

Important Reminders:

  • Please remember to update the occupant’s status from Incoming to At Post when appropriate.

  • Every change made to the occupant’s profile must be manually updated in ATLAS Housing, as there is currently no option to synchronize this information automatically with RPA.

This page displays a list of all your occupants, regardless of their current status.

On this page, you have the following options:

  • Excel Button:
    Available on every page of the app, this button allows you to generate reports based on the data shown on the current page.

  • Update Status:
    Enables Local Administrators to update the status of one or multiple occupants quickly.

  • Advanced Search:
    Helps you find specific officers using various search criteria.

  • Reset Filter:
    Clears any search filters and returns you to the full list of occupants.

  • Add Occupant:
    Allows you to add new occupants to the system.
